Arkansas to Kentucky in the Cab of a Custom Peterbilt With Straight Pipes

This thing sounds soooo good, love it! An observation and two questions: I wouldn't be the least bit surprised to learn that that truck driver going 3 MPH under the speed limit was yapping away on his phone. What could possibly be so heavy inside that small shipping container that required 3 axles on such a small trailer; and, how is it determined what trucks have to pull into the weigh stations when others, seemingly loaded, blast right by them?
